TCM NC Day Was Held in the Engineering Division of Rosatom
 

On January 30, TCM NC Day took place in the Engineering Division of the Rosatom State Corporation. During the event, employees involved in the total cost management of projects under construction (TCM NC) were able not only to brush up on the program aspects, discuss best practices and problems that followed the implementation, but also to participate in the development of detailed plans for the practical application of the System in construction projects in 2020.

Representatives of the Rosatom State Corporation, TCM NC project office of the Rosatom Centre of Expertise for Major Construction Projects (OCKS Rosatom), and experts of the engineering division took part in the event. The guests of the session were representatives of TCM NC at JSC Rusatom Energy International (REIN).

Nikolay Vikhansky, TCM NC Project Director at JSC ASE EC, described the preliminary results of 2019 and tasks for 2020: “I would like to address my sincere thanks to all participants here today, because we have done a really tremendous and challenging work. We have created training courses, have modified processes and standards. Now every management office has a member responsible for TCM NC implementation. We have done marketing researches for Uzbekistan projects and El-Dabaa NPP. We have performed a set of cost estimates according to the class classification, which has provided data for specific decision making. It must not be forgotten that a project budget is one of the key tools. And again, considerable efforts have been made, when people had to delve into the finer points. All projects have their budgets set according to the requirements of TCM NC methodology, which will be the guidelines for further procurement procedures. Our major goal in 2020 is to make TCM NC information system an effective tool to collect up-to-date information on project progress and provide necessary analytics. And we must all become professionals and diligent users of the TCM NC System.”

Following keynote speeches, the participants came around to the main part of the event – a joint practical work in the format of a discussion and an open dialogue. During several round tables, the participants discussed current topics and developed a plan of actions.

Victor Glushko, Head of TCM NC Program explained tasks for teamwork: “The work we are to do now is the next step of the construction projects managers seminar, that was held in Nizhny Novgorod. There, on the top level, particular tasks and deadlines have already been agreed. And today we are going to design a tactical detailed plan and work out and record real actions for every participant of construction projects. We will understand how, working as a team, we can ensure the fulfilment of all milestones of the Program”.

Joint effort of the meeting session participants in round tables has proven that today TCM NC has already become a true community of professionals in project cost management, that are able to work together to succeed in complex and challenging tasks of meeting Rosatom's overarching goals.

TCM NC SYSTEM is a set of methods, processes and resources established within the framework of the management bodies and IT-systems used in the management of the investment and construction projects for creation of strategic assets in Rosatom's project portfolio.

In the context of fierce competition on the world market, it is important for the State Corporation Rosatom to implement projects as efficiently as possible and in a time-bound manner. It takes changes in business models, flexible management system, and fast decision-making process. At the same time, it is necessary to take into account the strict requirements of the foreign customer for quality management systems, labor safety and production management that the State Corporation Rosatom must comply with at the international level.

The implementation of TCM NC guarantees well-considered decision-making, long-term and medium-term budgeting and forecasting based on transparent and reliable cost estimates in the framework of Rosatom's projects for the construction of nuclear facilities and allows continuous monitoring of projects implementation both in the Russian Federation and abroad. TCM NC in its target state covers the entire life cycle of Rosatom strategic assets – at the stages of their creation, operation, modernization, reconstruction and decommissioning.
